RTAM Support Service: The Training and Education Command (TECOM) Range and Training Area Management (RTAM) provides comprehensive training for the U.S. Marine Corps. As a prime contract holder, Federal Strategies develops and implements programs that maintain, upgrade, and modernize Marine Corps training ranges to achieve and sustain combat readiness.

We provide program management for the USMC in:

  • Aviation Range Safety
  • Ground Range Safety
  • Laser Range Safety
  • Geographic Information Systems (GIS)
  • Range Scheduling / RFMSS Functional Administrator Support
  • Administrative services

Federal Strategies also develops joint curriculum for multiple range safety & management courses to include interactive multimedia instruction (IMI) for DoD Range Controls. Our curriculum developers:

  • Conduct front-end analysis
  • Use the Systems Approach to Training and the ADDIE process
  • Create curriculum approved by the USMC & Army
  • Conduct course content review boards
  • Update curriculum as needed
  • Support both platform and online education

RMTK Sustainment and Support: The Training and Education Command (TECOM) Range and Training Area Management (RTAM) provides comprehensive training for the U.S. Marine Corps. As a prime contract holder, Federal Strategies delivers Geographical Information Systems (GIS) application software development, weapon systems engineering analysis for Danger Zone development as well as RMKT help desk support to users in the USMC, Navy, USAF, and FMS countries.

Federal Strategies weapon systems engineering analysis supports all Services and many NATO partner for peace countries. Our RMTK Danger Zone development includes:

  • Ground to Ground Munitions
  • Air to Ground Munitions
  • Precision Guided Munitions (PGMs)
  • Lasers

USMC / TECOM RTAM Branch. Prime: Sep. 2022 – Sep. 2027

Military Operations (MILOPS) Geographic Information Systems (GIS) Data Support. The Training and Education Command (TECOM) Range and Training Area Management (RTAM) maintains accurate GIS range maps for all Range and Training Area (RTAs). As a Prime contractor holder, we update and maintain the MILOPS feature classes for each installation utilizing the DLS and      inputs from range control and other installation departments at the primary and ancillary installations. In addition, we provide Military Installation Map (MIM) products, update/align real property data with both iNFADS and RFMSS records, and provide RMTK certification and support.

WDALab Support Services

The Training and Education Command (TECOM) Range and Training Area Management (RTAM) maintains the WDALab software program used for probabilistic weapons danger zone development within the DoD as well as NATO. As a Prime contract holder, we update and modify the existing WDALab code, methodologies, and graphic user interfaces. Update/validate and maintain the data input/output files and provide technical documentation. Utilize forward engineering to update, compile, and process the terrain, object, meteorological, firer, weapon, warhead, projectile, impact, post impact, and trajectory models within the program.

Navy / Magellan Federal/AFSC. Sub: Aug. 2021 – May 2026

LMS Support: Magellan Federal/AFSC provides healthcare services to U.S. military and federal personnel. As a subcontractor, Federal Strategies is developing an eLearning Management System (LMS) to support Magellan Federal/AFSC training courses. Entirely web-based, the LMS supports 30,000 users at all levels of the organization, complete with automated tools to improve processes. We support implementation via technical support, reports, and feedback on knowledge management.

Engineering

NHRC / USMC MARCORSYSCOM / TeleBrown. Sub: Sept. 2018 – Aug. 2025

Medical Modeling: TeleBrown Engineering (TBE) provides aerospace, medical modeling simulation and defense services to the U.S. Marine Corps. As a subcontractor, Federal Strategies works with TeleBrown, the U.S. Marine Corps Systems Command (MARCOSYSTEM), and the Naval Health Research Center (NHRC) to:

  • Provide medical modeling and analysis for the U.S. Marine Corps
  • Conducts reviews of and maintains databases on all USMC medical and dental capabilities blocks
  • Assists with developing and submission of Medical Contingency Files (MCFs)
  • Assist Marine Corps Combat Development and Integration (CD&I) in reviewing and updating requirements for all USMC medical capabilities and Capabilities Based Assessment (CBSs)
  • Analyze logistics to improve liaison between NHRC and MARCORSYSCOM

U.S. Army Medical Research and Development Command. Prime: Sep. 2022- April 2024

Blast Overpressure Modeling Tool Study

U.S. Army Medical Research and Development Command is responsible for the health and wellbeing of all soldiers and their families. As a Prime contract holder, we developed a Blast Overpressure Modeling Tool and incorporated it into the Range Managers Tool Kit (RMTK). The model will provide the ability to calculate and display blast overpressure areas to the users in a common RMTK framework on a georeferenced map commonly used by event planners, range controls and headquarters range safety offices.

In concert with ManTech we provide Systems Analysis, Weapons Modeling, Courses of Action, and Danger Zone Software Development.

Veterans Administration (VA). Prime: April 2022 – March 2027

First Responder Training: The United States Department of Veterans Affairs (VA) provides healthcare services to military veterans. As a prime contract holder, Federal Strategies supplies quarterly first responder, medical trauma, and emergency response training by certified CPR instructors at appointed VA locations.
