Aviation Range Safety SME

Federal Strategies, a rapidly growing small business in Fredericksburg, VA is seeking a hardworking individual to support the United States Marine Corps. Military aviation experience with US ranges needed, particularly with weapons delivery expertise. Familiarity with the Range Managers Tool Kit (RMTK), Weapons Danger Zone (WDZ) Tool an added benefit. Must be a US Citizen with the ability to obtain a Secret Clearance, and ideally possess ARCGIS experience. Individual will work within Range and Training Area Management at MCB Quantico, VA, and for the benefit of all four Services.

The Aviation Range Safety SME will work as part of the USMC Range and Training Area Management (RTAM) Team supporting and implementing Range Safety measures using GIS solutions for Range Safety, Management, and Operations. Responsibilities include Aviation range safety support to RTAM with doctrine, publications, and range certification requirements. Weapon Danger Zone development using the Range Manager’s Tool Kit (RMTK) WDZ Tool, for new and existing WDZs, providing graphic representations of WDZs for specific aircraft/weapons combinations, and serving as a technical point of contact to others both internal and external to the Marine Corps and the other Services. Individual will provide both remote and on-site support for WDZ related GIS activities throughout the Service network, including conducting formal and informal training. Travel expectations are 20-25% and may include international destinations.

Responsibilities
  • Provide WDZ support, expertise and training at the technical level to include origination, management, interpretation and analysis, as well as design and display for users and range managers.
  • Understand the use of GIS to provide for the display of the WDZ products on range maps.
  • Conduct WDZ analysis when queried to provide satisfactory rationalization of why the WDZ design is as determined from the tool.
  • Understand and provide support with GIS instruction/interface expertise to implement WDZ course of instruction and range use.
  • Understand and provide technical knowledge and expertise regarding USMC range safety policy as it relates to DoD safety policy concerning air to ground munitions.
  • Understand and provide technical analysis regarding air to ground munitions activity as it relates to airspace.
  • Plan and coordinate quarterly WDZ Program Management Reviews (PNRs) and Configuration Management Working Groups (CMWGs) for the four Services.
  • Develop reports, presentations, charts and spreadsheets in support of RTAM operations incorporating WDZs as described within various MCOs and documentation, preparing briefing materials and sound cartographic products.
  • Provide WDZ instruction using RTAM laptops on the road to include scheduling, setup, instruction, breakdown, and associated travel planning.
Qualifications
  • Desired Bachelor’s Degree with 3-5 years of aviation experience with weapons delivery.
  • Expertise as a military pilot, Weapon Systems Officer(WSO), Heavy Drone operator an important consideration.
  • ArcGIS experience not required but familiarity a plus.
  • Familiarity with military range operations, safety procedures, and range policy a plus.
  • Prior Military Service a plus.
  • Must be able to obtain a SECRET Clearance.
